Croatia is a decade late - the waste incinerator is not needed in Zagreb to fulfill the new European goals.
On February 13th, the European parliament accepted new goals for the prevention of waste growth which include the stabilization of waste growth at 0% annually in European countries until 2012, the recycle or re-use of at least 50% of communal waste and 70% of industrial and construction waste. Because of this conclusion, recycling has been adopted as a more acceptable method of dealing waste than incinerators.
Candidate countries for the EU will be obligated to fulfill these demands within 3 years after the EU adopts this directive.
However, Zagreb's plan for dealing with waste, which was adopted without public discussion in 2006, completely opposes EU demands. It includes waste growth until 2020 or 2023. Also, this plan still includes information which was gathered before the Regulations of Package Waste (2006) was adopted.
The waste incinerator is not needed in Zagreb to fulfill the new European goals.
